My DEAR COUSIN: I am much obliged for the news and I shall take care that those rascals do not lay hands on me. I received a letter from Rodriguez enclosing a copy of one received from Sidebottom which he used to prepare the American government for the conference but that government replied to him that they could accept no proposition but one of unconditional surrender. Hence it is expedient to at once attack the detachments in Naga, Sibonga and Argao which according to my information do not consist of more than 15 or 20 Americans, each in those towns and as all [the towns?] are annexationists it really makes no difference if they should disappear from this world. There have been some movements here but they have amounted to nothing so I hope that it will be possible to do something in the towns of which I speak. I send herewith the orders of payment so that you can draw upon Fraciano. I also enclose receipts.
