PHILIPPINE REPUBLIC, COUNCIL OF GOVERNMENT,
San Isidro, April 11, 1899,

Seņor ARCADIO MAXILOM, Cebu.

My DISTINGUISHED GENERAL: The Seņor President, Emilio Aguinaldo, has ordered me to greet you in his name and in that of the Government of the Republic and to congratulate you on your fixed determination not to accept the American yoke.

Our national Government knows that in Cebu it has in you an incorruptible patriot always determined to fight and die for our independence.

The Seņor President charges me to tell you that while we cannot send you arms or forces to assist you, you should confine yourself to the defense of the pueblos of the interior and to endeavor to have your soldiers conduct themselves correctly with the honorable citizens in order to give denial to those who are calumniating us and publishing that those who are putting forth resistance to the Americans are evil doers.

If you should not actively repress the abuses of your soldiers our people will grow weary and will end by accepting the Americans.

The Government will not forget the sacrifices and the vigilance which you will offer for the welfare of the country and for the attainment of independence.

The Government has been transferred to San Isidro because it is in keeping with the plan of action we intend to follow against the enemy, who, with the great resources at his command, cannot be beaten so easily unless he is left to extend in order thus to attack him and partially break him up.

Our policy is reduced to the following: to fight unto death and to reject every American proposition which is not based on the recognition of our independence, which is our happiness.
