MALOLOS TO PROVINCIAL COUNCIL OF CEBU, JANUARY 24, 1899

MALOLOS, January 24, 1899.

To the President of the provincial council of Cebu.

The President of the Philippine Republic has received your courteous favor of the 9th instant, with another from Delegate Julio Llorente, also the act constituting the council over which you worthily preside, and taking note of its contents he has been pleased to direct me to communicate to you the following:

1. That he views with gratitude and satisfaction the patriotism and good wishes animating the Cebuans.

2. That he views with gratitude and satisfaction the patriotism council of Cebn under the presidency of Sr. Luis Flores y Perez and the cooperation of the members elected in accordance with the act of December 30, last, until such time as the elections are held in the manner prescribed by the decree of June 18th last and the permanent council is constituted and representatives from the province in the National Assembly are elected.

3. That measures be adopted to continue the taxes and imposts in force during the Spanish regime and to administer them to the satisfaction of the tax payers as they continue the only indispensable revenues for the support of the State until such time as an economic system less hard on the citizens be adopted.

4. That the civil and military authorities of the island be enjoined to watch over individual liberty and interests, energetically suppressing every kind of abuse and taking care not to fall into the vices and defects of the late Spanish administration.

5. And finally he enjoins them to prevent and repel all foreign invasion at whatever sacrifices, with the assurance that the National Government will not leave unpunished any attempt against any integral part of its territory.

While having the pleasure of communicating to you all the preceding I cannot but congratulate myself and warmly congratulate the council and every civil and military clement of the Island for their valuable services in the interests of tranquility and the general welfare.
