Sr. MARCIAL VELEZ.
In view of the qualifications of Sr. Marcial Velez, I appoint him
Chief of the Revolutionary forces of the province of Cebu.
In the said province all the organism which existed during the
Spanish regime must be respected, both in regard to the government,
general administration and of justice, as to that of the towns in
particular, the offices being filled only by the appointment of persons
really anxious for the independence of the Philippines and friendly to
this Government.
All existing laws shall also be observed in so far as compatible
with our cause, as also the contributions and taxes established by the
former government. In a word, the status quo must be respected, as
long as this temporary state of affairs continues.
