GENERAL ORDERS OF JULY 11, 1900.

Having received information that in some of the towns of this province occupied by our enemies, the latter are endeavoring to establish local authorities who are to exercise judicial and administrative functions therein, in the name of the sovereignty of the United States of America, whose alleged rights to these islands are maintained only by the force of their army; and whereas the acceptance of these offices by the sons of the Philippines would imply an acknowledgment of the sovereignty of the United States over the entire Archipelago, which has been declared free and independent by ourselves through the mouth of our Representatives; now therefore, for the purpose of avoiding this, I hereby decree the following:

1. Any meeting or assembly of a popular character, held at the instance of the Officers of the United States, for the purpose of recognizing the liberty and independence of the towns of this province, is absolutely forbidden.

2. The person arranging such meetiing shall be shot at once with. out trial or court martial, unless forced to do so by force majeure.

3. Any Filipino filling any office in the name of the United States shall be considered a traitor to his country, and in addition to the penalties imposed by the Penal Code of Spain, provisionally in force, all his property shall be confiscated, and if this should not be possible, the authorities of the Philippine Republic shall endeavor to * * * (remainder of sentence unintelligible.)
