MINUTE.

In the Headquarters of Santa Barbara, the twenty-fifth day of September, eighteen hundred and ninety.nine. At 12:30 p. m. a representation of the element of the Luzonic Political Committee of Visayas, accompanied by an armed force composed of the entire garrison of this place and by a company of those who render services in our advanced guards, appeared at these Headquarters demanding the establishment of the Politico-Military Government in this province, in accordance with the instructions given by the Superior Government of Luzon. In testimony whereof these presents are signed by the members of said Committee and the field and line officers of said forces, and the others present, to which I, the Secretary, certify.
