SEPTEMBER 23, 1899.

To the local presidentes of the towns mentioned in the margin.

Yesterday by virtue of a demonstration of the military element, I assumed the command of this province, as General and Politico-Military Governor of the same and General-in-Chief of the army, the government of the Federal State of Visayas being hence dissolved.

For this reason I have decided to hold a mass meeting which will take place at these Headquarters on the 28th instant, at 8 a. m., for the election of three Councillors, one of Justice, one of Police, and one of Finance, in accordance with instructions of our Honorable President of Central Luzon, Sr. Emilio Aguinaldo. For which reason I take the liberty of addressing you this, in order that you may attend said act in person or through a representative, in case you arc unable to attend.

I also earnestly request you to ask the most prominent persons of that province to attend this act.

To the President of the Provincial Council.

Having taken possession of the office of Politico-Military Governor conferred upon me by the Superior Military and Civil Chief of this Province, and your functions being the same as mine, and consequently incompatible with each other, I fulfill my duty in directing you to suspend the discharge of your office, extending this suspension also to the Council of which you are the President, until the Politico-Military Government of this province shall be fully and definitely constituted.
