DELGADO DECREE, DECEMBER 21 1899

GENERAL HEADQUARTERS OF SANTA BARBARA,
September 21st, 1899.
The General-in-Chief has on this date published a Decree which is as
follows:
On this the 21st day of September, 1899. at 12:30 p. m. the entire
military force of the garrison of this town presented themselves under
arms at these Headquarters, together with one company from the front,
and requested that a Politico-Military Government be established in this
Province in accordance with instructions from the Central Government of
Luzon.
Whereas the conditions that prevail throughout the country in general, and especially in this Province, are extremely trying and make it
advisable to maintain order at any cost to avoid even more serious consequences,
I, as General-in-Chief of the Army, and having been appointed
Politico-Military Governor by the Government of the nation, do hereby
decree the following:
First and last article: From this date a Politico-Military Government is instituted in this Province, and I hereby take possession of my
office as Military and Civil Chief of the same.
Given in these General Headquarters of Santa Barbara on the date
above appearing.

I take pleasure in transcribing you the foregoing for your information,
and you shall have the same published on three successive afternoons
in the most frequented places of the community for the general
information of the inhabitants, and for such other purposes as you may
deem necessary.
