KABATUAN [PANAY], July 28th, 1899*.

MINUTES.

Office of the President, Kabatuan, July 28th, 1899. Present, the Councilors appearing on the margin, they having been previously cited in due form.

The President opened the session, and I, the secretary, read the minutes of the previous session, which were approved without amendment by the Council. The Council then immediately proceeded to the consideration of matters brought before it by the Councilors, and the following resolutions were passed:

1. Whereas this Council believes that the time has already arrived for the creation of a Provincial Council for this Province by popular election, be it resolved that the Local Presidentes be cited for the 15th of next month as electors of the personnel of said Provincial Council.

2nd and last article. In view of the communications received from the Honorable Emilio Aguinaldo, and Sr. Mabini, then President of the Council of Secretaries, through the General in Chief, it was resolved, in concurrence with the leading members of the army, that a memorial be drawn up and signed by the Government, by the army, and by the people, and sent to the President of the Philippine Republic setting forth the necessity of replacing this Federal Government by a Politico-Military Government, such being the aspiration of these Provinces. This change would help the common cause and would remove many of the obstacles that at present impede it; and hence it is requested that the Decree of the 27th of last April be revoked.

There being no other business on hand, the session was closed and these minutes drawn up and signed by those present; of which I the General Secretary, give faith.
