LIBERATING ARMY OF THE VISAYAN ISLANDS,
General Headquarters of Santa Barbara, March 27th, 1899.

To the President of the towns appearing on the margin:

The General-in-Chief of Operations in the Visayan Islands, in Official communication No. 243, dated the 23rd inst., states the following:

"I have noticed that there are numerous irregularities occurring throughout the various towns of this district. Certain persons have taken advantage of the existence of a state of war and have gone around collecting funds and supplies for the army. As they have no authority to do this, and as they further have attempted to control the Local Presidents and hence greatly hindered the activity of these officials, I direct that you send a circular to all towns instructing them that they are not to furnish any assistance of any kind to either private or military persons, save when they are authorized by their respective superiors and exhibit a commission from the Government for this purpose. Hence the spirit of your circular will be that assistance is to be sought only to supply the necessities of the Government, and not for the benefit of any citizen, be his relation to the towns what it may."

The foregoing is sent you for your information and guidance. It should be sent along the mountain range to the last town so that they may all know of it.
