MARTIN DELGADO y BERMEJO, General-in-Chief of the liberating Army of
Visayas.
By virtue of the authority conferred upon me by the Federal States
of Visayas as General-in-Chief of the Army, I hereby decree the following:
ARTICLE 1. The following shall be declared enemies and traitors to
the country:
First-Those who intentionally disseminate among the people
rumors favorable to the cause of the North American enemies, and
Second :-Those who weakly and criminally persuade the natives to deliver
themselves to the North American yoke.
ART. 2. Those guilty of the crimes referred to are to be dealt with
by a summary court and therefore tried in accordance with the law and
the punishment incurred will be imposed.
ART. 3 . The following punishments are established:
First-imprisonment;
second, imprisonment and hard labor;
third, indemnization;
fourth,
shooting.
Let it be published and communicated for general information and
translate into the Visayan dialect.
