Special Orders, No. 2.



I. A board of survey is hereby appointed to meet at the storehouse of the depot commissary, Iloilo, P. I., at 10 o'clock a. m., January 4, 1901, or as soon there-after as practicable, to investigate, report upon and fix the responsibility for the discrepancies between the amount of stores invoiced to Captain S. B. Bootes, C. S., U. S. Volunteers, depot commissary, Iloilo, by Captain H. G. Cole, depot commissary, Department of Southern Luzon, Manila, P. I., on invoice dated November 17, 1900, and the amounts actually received.

The board will also investigate, report upon and fix the responsibility for the discrepancies between the amount of stores invoiced to the depot commissary, Iloilo, by Captain James C. Read, depot commissary, Manila, P. I., on invoice dated December 15, 1900, and the amounts actually received.

The board will also investigate, report upon and fix the responsibility for the discrepancies between the amount of stores invoiced to the depot commissary, Iloilo, by Captain James C. Read, depot commissary, Manila, P. I., on invoice dated December 21, 1900, and the amounts actually received.

The board will also investigate, report upon and fix the responsibility for the condition of a lot of subsistence stores for which Captain S. B. Bootes, C. S., U. S. Volunteers, depot commissary, Iloilo, is accountable, and which are reported as unfit for sale or issue.

II. A military commission is hereby appointed meet at Iloilo, P. I., at 9 o'clock a. m., Monday, January 7th, 1901, or as soon thereafter as practicable, for the trial of such persons may properly be brought before it:

Captain E. F. Glenn, 25th U. S. infantry, judge advocate.

The commission is authorized to sit without regard to hours and at such places as may be convenient for the dispatch of business.

The travel enjoined in complying with this order is necessary for the public service.



III. A military commission is hereby appointed to meet at Iloilo, P. I., at 2 o'clock p m., Monday, January 7th, 1901, or as soon thereafter as practicable, for the trial of such persons as may properly be brought before it.

IV. Pursuant to authority contained in paragraph VIII, Circular No. 8, current series, Headquarters Division of the Philippines, the following named enlisted man now in hospital, Cebu, will proceed by first available transportation to Manila. P. I., where upon arrival he will report to the commanding officer, Hospital No. 3, Manila, with a view to being sent to the United States for discharge on surgeon's certificate of disability:

Private John W. Felts, Company K, 19th U. S. Infantry, now at Cebu, P. I.

The commanding officer, hospital, Cebu, will send his descriptive list, together with all papers called for in paragraph VIII, Circular No. 8, above mentioned, direct to the commanding officer, Hospital No. 3, Manila.

The quartermaster's department will furnish the necessary transportation and the subsistence department will arrange for his proper subsistence during the journey.

The travel directed is necessary for the public service.



V. The telegraphic instructions from these headquarters, dated December 26, 1900, directing Lieutenant R. B. Calvert, 18th U. S. Infantry, to proceed from Sara, Panay, via Capiz, to Dao, Panay, are hereby confirmed and made of record.

VI. Private James W. Gray, Company M, 18th U. S. Infantry, having been tried by a general court martial which convened at Capiz, Panay P. I., and found "Guilty" of "Violation of the 62nd Article of War," was sentenced, "To be dishonorably discharged the service of the United States, forfeiting all pay and allowances due him, and to be confined at such place as the reviewing authority may direct for one (1) year."

The sentence in the foregoing case is approved and will be duly executed. Iloilo, P. I., is designated as the place of confinement, to which place the prisoner will be sent under proper guard.



VII. Private Charles W. Cooper, Company M, 18th U. S. Infantry, having been tried by a general court martial, conveded at Capiz, Panay, P. I., and found "Guilty" of "Violation of the 62nd Article of War," was sentenced, "To be dishonorably discharged the service of the United States, forfeiting all pay and allowances due him, and to be confined at hard labor at such place as the reviewing authority may direct for one (1) year."

The sentence in the foregoing case is approved, and will be duly executed. Iloilo, P. I., is designated as the place of confinement, to which place the prisoner will he sent under proper guard.
