The Commanding Officer, Calbayog.

Sir: Referring to the inclosed letter from headquarters Division of the Philippines, in regard to the supposed administration of the water cure to one Father Augustine de la Pena, handed me this date, and your instructions personally given regarding the same, I have the honor to report that I have no knowledge whatever of the facts referred to therein; that I have never been in or seen either of the towns of Banate or Dumangas, island of Panay, nor have I ever seen or met the person referred to.
