Sir: The division commander directs that you call upon First Lieut. D.J. Moynihan, Thirty-sixth Company, Philippine Scouts, for statement of all facts relating to the supposed administration of the water cure to one Father Augustine de la Pena, a parish priest of Dumangas, a town in the island of Panay, about midway between Iloilo and Banate, in 1900.

It is stated the result caused the death of Father Pena and that he was buried on the parade ground at Banate.

Forward report without delay direct to these headquarters, the matter to be regarded as confidential by you.
