SIR: In reply to your communication of the 6th instant, I have the honor to inform you that during my volunteer service in the Philippines with the Twenty-sixth Infantry I had no personal knowledge of Father Augustine de la Peņa, his antecedents, nor of his attitude toward the insurgents and their sympathizers.
