HASBROUCK, OCTOBER 8, 1902

FORT TOTTEN, WILLETS POINT, N. Y., October 8, 1902.

The JUDGE-ADVOCATE-GENERAL,
War Department, Washington, D. C.

SIR: In reply to your letter of the 6th instant, I have the honor to state that I have no knowledge as to the facts of the alleged infliction of the "water cure" upon Padre Augustine de la Peņa.

As to the antecedents of Padre Augustine de la Peņa, and as to his attitude toward the insurgents, I have no personal knowledge, except that I always understood that he was an insurrecto of the worst sort - i. e., that he constantly sympathized with and aided the insurrectos while enjoying American protection and friendship.

Very respectfully,

ALFRED HASBROUCK,
Second Lieutenant, Artillery Corps.
