SIR: In reply to your letter of the 6th instant, I have the honor to reply as follows:

The Twenty-sixth Volunteer Infantry, after the general movement in Iloilo Province in November, 1899, was separated into detachments and sent to different of the province. I never saw Company D again until the regiment was mobilized in March, 1901, for return to the United States.

At the time of the alleged punishment of Padre Augustine de la Pena in December, 1900, I was in the field in the northwestern part of Iloilo Province, and some 30 or 40 miles from Banate, and know nothing whatever about the affair.

I never had any connection directly or indirectly with the so-called " water cure."
