SIR: I have the honor to acknowledge receipt of your communication of October 6, forwarded from Fort Crook.

I was a commissioned officer in the Twenty-sixth Infantry, U. S. Volunteers, and served with that regiment during its entire service in the Philippines. During that period I never witnessed the administration of the so-called "water cure" or knew of its employment by any officer or soldier in the United States service.

Capt. Cornelius M. Brownell I knew as a particularly energetic and efficient officer. I met him frequently while he was in command at Banate, and never heard from him the slightest intimation of such conduct as is now alleged on his part.

Father Augustine de la Pena I remember as the Father Augustine who was generally believed to be the chief collector of funds for the insurrecto cause in the large towns of Panay held by our own forces.

Whether this man was eventually apprehended or what has become of him I do not know.
