Sir: In answer to your communication of October 6, I have the honor to state that, although on duty with the troops operating in and around Dumangas and Banate,Panay, P. I., during the entire period of the Twenty-sixth Infantry's service in the Philippines, I have had no knowledge of either Father Augustine de la Peņa or his antecedents, or of the alleged administration of the "water cure" resulting in his death, and, furthermore, I have never seen the "water cure" administered nor have taken part in the administration thereof.
